In this form Tobi speed stat raises by 75. Any one who touches him in this form with a limb of their body or a metal weapon that his connected to their body they a temporarily paralyzed for one post. Tobi also gains 75 power to any lighting jutsu. If your health is above 50 you can resist the paralyzing
