What it does:  The user is able to apply rules to their territory as well as change those rules as they like.  only rule that is consistant is the rule that all violence, fighting, death, even genjutsu and manipulation of chakra in directly negative ways .  for instance hidden mist jutsu would be acceptable...however chidori would not.  The way to claim victory in the territory is to play a game and to win the game.  the game starts with a simple phrase of "Would you like to play a game?"  the answer is always yes as that is the point of the jutsu and the opponents don't get a choice.

The Game:  The user posts the rules of the game in the territory visible and readable by those who are in the territory.  The rules can be changed at anytime by the user however at the rules do not change untill everyone within the territory is made aware of the rules change and the rules will be posted like before.  Auditorily visually telepathically however it needs to make them aware of the rules.  The rules define the game rules can include punishments for breaking other rules.  Contrary to popular belief the rules to this game are negotiable however the user does have the final say.  the only constant rules are the ones stated already in this jutsu and ones previously but into play.  The games must have a clear victory statement so that one or the other parties can win.

Rules and punishments must be approved by a mod if they are not agreed to by all involved.  Rules that allow massive permanent gains to any player must also be approved.

In any event the rules only apply to the interior of the territory and the opponents always have the option to walk out of the territory.
