What it does:


Sorin being from a different world had reacted to the Earth's environment in a odd way that gave him access to a power that he started to call the Speed Force. Obtaining this power Sorin got the ability to run at the speed so great it appeared he was teleporting. At the cost of C rank per post as long as the jutsu is active. Sorin is able to run 3 ranks below his base speed. The cooldown of this being 2 posts once deactivated.


At the cost of SS rank chakra Sorin has the abilty to teleport from point A to point B which is a 50 meter radius. The cooldown for this is 5 posts each time used.

As say above this jutsu can be used to get you from point A to point B so it can be used to instant travel to anywhere

Backstory:

Sorin being from a different universe from Earth reacted to Earth's environment in a unusual way. He figured out that he had abilities that exceeded those of a powerful planeswalker himself. Sorin learned his new abilities and trained then to the fullest.

So... everyone sees this as being instaneous? If so, this breaks the entire RT stat.
