What it does: Scolding Bind is a Senjutsu technique utilized by Kaito Uchiha while in his Dragon God Hermit mode. After forming the required hand seals, the user will expel a jet stream of scolding water that contains a special substance produced by the dragon race. Using the heat of the water to first open the pores of the epidermis, skin, the substance will then travel into the body through the opened pores. Once the substance is in the body it will activate; the substance will begin targeting the nervous system like a neurotoxin. All mechanical functions will be dumbed as a result. Once the substance takes effect, the target, if Health is below SS-Rank, will experience a +3 Rank decrease in Locomotive Speed. (Only in play for seven posts)

The scolding water also inflicts damage, 2nd degree burns, if the target's Health is below SS-Rank.
