What it does:
Demonic Transfiguration is the base ability of the Yokai clan and allows them to call upon their curse turned power and utilize it in battle. While in its idle state, it offers no physical enhancements but when the user transforms it begins. Starting off, the user can transform parts of their body at will or all at the same time, allowing them to use what they need without tapping into their power to much. Once the user transforms into the partial transformation, they gain an increase in Locomotive Speed, Health and Strength by one Rank. The partial transformation is normally unlocked for all members of the clan that are genin or above.

The full transformation which if used too much (we'll say in six topics or more) causes the user to be permanently stuck in this form, but the boosts that are granted in this form are only triggered when in battle. In the full transformation, the users body takes on that of their Demonic Transfiguration ( essentially if its an animal form they will have those animal characteristics), and gain an increase in Locomotive Speed, Reaction Speed and Strength by two ranks. This form can only be obtained once one has willingly allowed their cursed bloodline to manifest, changing their chakra color to black and causing the clan mark to permanently be etched on their right bicep.

(only when transformed otherwise its not active. Unless you are referring to the permanent phase of it, then no its only when the user enters combat)

Well you arent usually using stats outside of combat, and I was referring to the permanent phase. Give it some drawback or another. Id let it match Sharingan's chakra cost for the time that the boost is in affect. So whichever Sharingan gives +2 ranks to 3 substats, give it the same chakra cost.
