What it does: It connects the user and the target spiritually allowing them access to each other's knowledge and establishing a natural link of telepathy when they are within range. This will NOT allow for the transfer of skills, jutsus, or anything of that sort but other information is freely passed and given. If the target is two ranks above the user they may hide secrets if they retain the willpower to do so. (C rank willpower to resist)

same as the other no rank requirement and minimum willpower to resist should be around 50. Also I can allow this to be your jutsu specifically as you can "join their soul with their chakra in order to form this seal." however it is a common effect so you have to understand that other fuinjutsu may do a similar or the same effect...either that or you can remove the personal requirement.
