This turns Arcanis into a Hollow himself, allowing him access to hollow specific jutsu (sage jutsu)

What it does:  

 SP are sage points that are gathered through stillness.  The user is required to be still for 3 posts to gather the natural energy.  While in this form jutsu and upkeeps take from the users SP instead of their CP.  When the user runs out of SP they revert back out of this Sage mode.  Summons can gather natural chakra for the user but must have contact to transfer the nature chakra.  Also if the user has mastered Full Bijuu mode then the bijuu can gather nature chakra for the user instead.

While in this form Arcanis is granted +50 to each stat and 300 SP.

Costs that take from your chakra pool or sage points are reduced to one tenth of the cost and using time manipulation within his body he can halve the cooldowns of jutsu rounded down with a minimum of 1 post.  this does not effect end of topic cooldowns.

This stat boost can stack with other jutsu.

Backstory: Arcanis summons the natural energies from his summons home.  This just so happens to be his dimension which grants Arcanis massive amounts of power as if he were in his dimension.  The power is localized within his body but he is capable of near limitless power.

Not all cooldowns get to be lowered, and not that greatly, make it, it halfs cooldowns, rounded down, 1 post cooldown min

added the small section in the apperance about Arcanis becoming a hollow and that his sage jutsu were hollow jutsu to explain why a few of his hollow summons and his familiar ichigo can use the hollow jutsu.
